1.1. Resign To Start Up and Establish Bester.

A. Establishment Of The Company.

With the popularity of Comrade Deng's speech in his southern tour, Mr. Li Liubing decided to resign his job and set up Bester Telecom Company in November 1992. Its main business was the installation, commissioning and after-sales service of S1240 SPC Exchange of Shanghai Bell.


B. Make History On Delivery In One Stroke.

In December 1992, Bester undertook its first S1240 project, the program control switching system project of Shanxi Lvliang Post and Telecommunications Office, which included the test and commissioning of hardware and software and relevant equipment . Bester finished the whole project in only 26 days, from the arrival of equipment to installation and commissioning. It created history on the delivery of SPC Exchange of Alcatel and Shanghai Bell.


C. Core Service Provider Of Shanghai Bell.

As the core service provider of Shanghai Bell, Bester completed the installation and commissioning of S1240 SPC Exchange projects in over 50 cities and counties of Hubei Province from 1993 to 1995. Meanwhile, Bester, with leading service capability, cutover speed and technical level, also undertook S1240 projects in Jiangsu, Zhejiang, Shanxi, Guangdong and other provinces successively.


1.2. Product Expansion.

A. 112 Measurement System Application.

The second half of 1993 witnessed the establishment of the R&D Department, and the success in the the test of program-controlled exchange’s 112 measuring system equipment, which has been applied in the post and telecommunications offices in Xiantao, Tianmen, Zhongxiang, Jingshan and other 7 counties and cities in 1994, and promoted and applied in cities and regions in the three northeast provinces of China later.


1.3. Business Expansion.

Since the founding of Bester Telecom Company, chairman Mr. Li proposed that the company could only serve Shanghai Bell for three years, and its comprehensive service capabilities must be fully developed. After that, the company's business range has been expanded from single exchange project to engineering design, pipeline line project and power supply auxiliary project.


A. The First Urban Telephone Line Project.

From June to July 1994, the company has undertaken the construction of the urban telephone main distribution cable project of Zaoyang City Post and Telecommunications Bureau in Hubei Province, and the urban telephone distribution cable layout, termination and equipment opening of Wanmen Bureau City.


B. The First Design Project Of Communication.

From May to November 1994, the company undertook the engineering design of 200,000 lines of urban telephone lines for Taiyuan Telecommunications Bureau in Shanxi Province, including the reconnaissance and design of the main distribution cables of three local telephone sub-bureaus including Xishan Mining Bureau.


C. Comprehensive Expansion Of Engineering Business.

Following the S1240 project, the company successively took over urban telephone line projects, power supply supporting projects and pipeline projects in Hubei, Jiangsu, Zhejiang, Shandong, Guangxi, Yunnan and other places from 1995 to 1999. The company's business has developed rapidly, and the team has expanded to 500 people.


1.4. Establishment Of The Company For Electronic Products.

In 1995, Bester Electronics Co., Ltd. was established to carry out business on mobile phone sales ;

In 1996, the company became the general agent of Ericsson mobile phone in Hubei, one of the nine agents of Wuhan Telecom;

From 1996 to 1999, the company carried out direct sales of mobile phones from manufacturers, and sold mobile phones in Hezuo Road, Xiaogan Telecom, Huangshi Telecom, Yichang Telecom, Jingmen Telecom, Jingzhou Telecom and other areas.


1.5. Establishment Of Wuhan Bester Group.

In December 1999, it was renamed as Wuhan Bester Group Telecom Co., Ltd.


1.6. Consolidation Of Its Base In Hubei Province.

From 2000 to 2001, the company successively won the bids for the local network optical cable line projects of Hubei Mobile Company in 14 cities including Huangshi, Huanggang, Xianning, Jingzhou, Xiangyang, Yichang, Xiaogan, Suizhou, and Tianqianmian, and confirmed its leading position as the engineering service provider of Hubei Mobile .


1.7. Initiate Investment Operations.

In November 2000, the company invested in the construction and operation of Gezhouba Group's internal communication network. The construction scale was 10,000 users with operating period of 15 years.


1.8. Breakthrough In Qualification And Industry.

A. Breakthrough In Qualification.

In August 2002, the company obtained the Class B Qualification For System Integration of the Ministry of Information Industry. In December 2002, it obtained the Secondary Construction Enterprise Qualification for Telecommunications Engineering of the Ministry of Construction. The company achieved breakthrough in its qualifications and was in a leading position among private communication service companies, and its strength has been greatly improved.


B. The First National Trunk Line Project.

In October 2002, the company won the bid for the Optical Cable Project of Hubei Telecom (Han-Yi trunk line), which was the company's first optical cable trunk project. Hubei Telecom's Han-Yi Trunk Optical Cable Project was one of the key construction projects in Hubei Province. Chairman Li served as the project commander in person, supervising the site and conducting front-line guidance. Zhao Zhenyu, the general manager of Hubei Telecom, led departments to the project site for guidance and inspection. The engineering project of Bester Group was of good quality and could be completed and put into production first. Therefore, the company has been highly praised by Hubei Telecom and other telecom companies of cities along the route. The project won the first prize of provincial high-quality communication engineering and the second prize of high-quality engineering of the Ministry of Industry and Information Technology. Bester Group was the only private company in the country with such honor, which was an outstanding manifestation of the company's engineering service capabilities.

The company has determined its development strategy that is nationwide development with is basis in Hubei. The company has comprehensively built a full life cycle project management system through simultaneous expansion of private network business and integration business, and qualification upgrade.


2.1. Take Hubei As Its Base.

Bester Group established the Hubei branch in its headquarters in Wuhan to take charge of the equipment construction business in the whole province, and at the same time it set up the first, third and eighth branches in three routes in Hubei (Wuhuang, Hanshi, Hanyi) to manage the province's resident engineering services. From then on, the business area of Bester Group has covered all the prefectures and cities in the whole province, and it has stepped out to develop nationwide from its base in Hubei.


2.2. National Development: Get Through The Beijing-Guangzhou Line And The Shanghai-Chengdu Line.

A. Establishment Of Offices In Beijing, Guangzhou, Henan, Changsha And Other Cities.

In 2001, the Beijing office was established to carry out industrial work around the Ministry of Construction and the Ministry of Industry and Information Technology, laying the foundation for the subsequent upgrading of enterprise qualifications, improvement of industry status, and development of operators’ group business;


At the beginning of 2002, the Guangzhou office was established, which successively won the bids for the Guangdong Qingyuan Mobile Pipeline and Equipment Project, the Dongguan Telecom Line Project, and the Guangdong Unicom Mobile Network Construction Project. The engineering business began to gradually expand to the whole Guangdong province.


In 2003, Bester Group entered the Henan market via the ZTE communication equipment project, and established a Henan office to expand local operator projects;


In 2005, the Changsha office was established to undertake the business of Hunan Unicom and China Mobile. Since then, Bester Group's business has began to get through the Beijing-Guangzhou line and from the north to south, and began to prevail across the country.


B. Establishment Of Shanghai Office

In 2004, Bester Group realized the implementation of Shanghai regional business through Shanghai Telecom's PHS business. In 2005, the company won the Best Progress Award from Shanghai Telecom, and the chairman won the honor of "National Outstanding Private Technology Entrepreneur".


2.3. Expansion Of Business On Electromechanical Engineering And System Integration Business In Transportation, Education And Other Industries.

A. The First Ancillary Project For Highways.

In 1999, Bester Group won the bid for the mechanical and electrical supporting project of the Huangshi-Huangmei section of the highway, and was responsible for the construction of switching equipment, pipe jacking, connection of alternating current, power supply and distribution. This project was the first record for the company to participate in the construction of mechanical and electrical systems of highways.


B. The First Highway Communication System Project.

In 2003, Bester Group undertook the communication system project (equipment and optical cable) of the highway from Xiangyang to Jingzhou (to Jingmen Duodao section), and was responsible for the installation and commissioning of communication equipment and communication optical cables of the highway. The contract amount exceeded 50 million yuan for the first time.


C. The First Three Major System Projects For Highway.

In 2008, the company won the bid for the electromechanical system project for northern section of Hubei of Daqing-Guangzhou highway, and was responsible for the installation and commissioning of the three major systems including communication, monitoring, and toll collection. At the same time, the project also laid a solid foundation for Bester Group to reach a strategic partnership with Gezhouba Group.


2.4. Qualification Upgrade

In February 2007, Bester Group obtained the Class A Construction Enterprise Qualification For Telecommunications Engineering from the Ministry of Construction, becoming the first private enterprise to obtain the Class A qualification. In May 2012, the company obtained the Class B qualification of communication network maintenance (base station, optical cable line), marking that the company's business capabilities could cover three major areas of communication engineering construction, design and maintenance.


2.5. Try To Go Abroad.

In 2008, Bester Group undertook the international communication command system project of Gezhouba Group, the EPC general contract of the video conferencing system of Gezhouba Group International Engineering Company and its 5 overseas branches (Equatorial Guinea, Ethiopia, Libya, Nepal, Pakistan). In 2009, Bester Group won the bid for the EPC transmission project of Uganda Telecom's KAMPALA-MASAKA optical cable backbone network. In 2011, Bester Group undertook the installation and commissioning of the communication system of Guodian Nanjing Automation in Ethiopia, and was specifically responsible for the signal coordination and testing of transmission equipment, switching equipment and high-voltage protection systems of power transmission and transformation lines for the FGG-1\ACK-1\TI-1 project. The project involved a total of 11 substations and 2 hydropower stations


2.6. Major Breakthroughs In Private Network Communication And Integration Services.

In 2008, Bester Group undertook the first South-to-North Water Diversion communication system integration project - the middle line project of Beijing-Shijiazhuang section , with a contract value of 22.27 million yuan. In 2011, the company undertook the optical cable construction project of the automatic dispatching and operation management decision-making support system of the central route of the South-to-North Water Diversion Project, with a contract value of 62.05 million yuan. In 2012, the company undertook the physical environment project of the Shandong section of the east line of the South-to-North Water Diversion Project, with a contract value of 41.84 million yuan. In 2013, the company won the bid for the physical environment and communication system integration project of the middle route of the South-to-North Water Diversion Project, with an amount of 113.84 million yuan. Since then, the company has successively won the bids for the trunk optical cable, security optical cable, communication integration, physical environment, operation and maintenance of the central route of the South-to-North Water Diversion Project, and has become the main service provider of the South-to-North Water Transfer private network communication integration business. The company's participation in the construction of the National Century Project of South-to-North Water Diversion not only reflected the company's strength and core capabilities, but also demonstrated the company's spirit of sharing worries for the government and assuming social responsibilities.


2.7. Comprehensively Build a Full Life Cycle Project Management System

Since 2005, through the trials and practice of different management models in the industry, the study of advanced foreign management knowledge and concepts, and the exchange of management experience of enterprises inside and outside the industry, Bester Group has determined its business philosophy, which was centered on customer service. Bester Group has gradually established a full-life cycle project management system based on individual contracts and centered on the control of key project nodes. It evaluates the results of key nodes such as project implementation progress, completion acceptance, and final account audit, and carries out closed-loop management for project quality, equipment materials, and safety production processes.


The company has implemented the standardized construction of the project department, clarifies the configuration standards of institutional position, instrument equipment and working team, the job professional knowledge and budget preparation capabilities, optimized project management processes, and promoted operating standards and craftsmanship. Through continuous summary and improvement year by year, the company has formed a complete life cycle project management system by 2011, which was at the leading level in the industry. 2.8. Carry Out ICT Integration Business

A. Urban Public Video Surveillance System

In 2009, Bester Group cooperated with Hubei Telecom in ICT integration business, and undertook the safe city public video surveillance system projects in Yichang, Jingzhou, Jingmen, Xiaogan, Ezhou and other places. Since then, it has won the bids for safe city projects in Qianjiang, Honghu and other places for many times. In 2020, it won the bid for Xianning Telecom’s City Monitoring project in Tongcheng with a total contract value of 77.5 million yuan, which is called Xueliang Project.


B. Intelligent Integration Project

In 2012, Bester Group won the bid for the system integration project of China Energy Engineering Construction Group’s Headquarters Building, with a contract value of 60 million yuan, which is the company's first large-scale intelligent integration project. Since then, the company has won the bids for large-scale intelligent integration projects, such as Gezhouba City Garden, Gezhouba’s Cement Factory, Gezhouba Hotel, Gezhouba’s China House in Hangzhou , China Communications City of CCCC Second Harbor Engineering Company and other large-scale intelligent integration projects.


2.9. Building Credit Reputation

Since 2003, Bester Group has successively won the titles of "Wuhan City Contract-Abiding and Credit-Abiding Enterprise" and "Hubei Province Contract-Abiding and Credit-Respecting Enterprise", and has obtained the "AAA Credit Enterprise" certificate issued by the China Association of Communication Enterprises, becoming a well-known credit enterprise .


In 2012, Bester Group formulated a new development strategy of "With China Mobile as the focus, China Telecom and China Unicom's business support the development of the company", and made every effort to promote the EPC general contracting business, striving for the ambitious goal of being the first in the industry.


3.1. Rapid Expansion Of Main Business.

In 2013, Bester Group set up a marketing center in Beijing to strengthen communication with the operator's headquarters, which laid solid foundation for rapid business growth.


3.1.1. Trunk Line Projects Have Achieved Comprehensive Breakthroughs. 

In 2013, Bester Group participated in the bidding project of trunk optical cable construction of China Mobile Group for the first time, and won the bid for 3 sections. From 2014 to 2016, the company won the bids for the projects continuously, with a total amount of 212.2 million yuan.


From 2013 to 2014, Bester Group won the bids for the first-class trunk line equipment projects of China Mobile Group in Northwest China for two consecutive years. In 2018 and 2021, it won two consecutive bids for the first-level trunk line equipment projects in the southwest region of China Mobile Group, with a total amount of 186.26 million yuan.


In 2016, Bester Group won the bid for the trunk line optical cable project of China Telecom Group for the first time. Since 2018, it has won the bids for the main equipment projects of China Telecom Group every year, with a total amount of 26.52 million yuan.


In 2017, Bester Group won the bid for China Unicom Group's trunk optical cable project for the first time. In 2018 and 2020, it won the bid for China Unicom Group's the first-class trunk line for two consecutive phases, with a total amount of 71.93 million yuan.


3.1.2. Leading Position In China's Mobile Business.

A. Ranked Among The Best In The National Centralized Procurement.

In the bid of China Mobile Group's 2015 national communication equipment installation project, Bester Group won 10 bids in 8 provinces in December 2014, with the amount of 129 million yuan, ranking ninth in the country, which was a brilliant breakthrough.


In the bid China of Mobile's 2016-2017 communication equipment installation project construction service in October 2015, Bester Group won the bid for 18 sections in 14 provinces, with a winning amount of more than 1.1 billion yuan, and the number of bid packages ranked second in the country.


In the procurement of China Mobile's 2017-2018 centralized for transmission pipeline engineering construction in December 2016, Bester Group won 87 tenders in 16 provinces, with an amount of 3.164 billion yuan, ranking fourth in the country in terms of total amount.


In the annual tender of China Mobile's 2018-2019 centralized procurement of communication equipment installation engineering construction services in December 2017, Bester Group won 19 tenders in 15 provinces with an amount of 3.243 billion yuan, ranking fourth in the country in terms of total amount;


In the procurement of China Mobile's 19-20 centralized for transmission pipeline engineering construction services in December 2018, Bester Group won bids for 52 sections in 14 provinces with an amount of 1.329 billion yuan, ranking No. 1 among domestic listed companies and private enterprises and taking the lead in engineering service enterprises in China.


In the centralized procurement of China Mobile's 2020-2021 of equipment installation in December 2019, Bester Group won bids for 19 sections in 17 provinces with a total amount of 1.828 billion yuan. The number of provinces and bidding sections both ranked second in the country and the amount ranked third in the country.


In the centralized procurement of China Mobile's 2022-2023 communication engineering construction service in November 2021, Bester Group successfully achieved an impressive result with a total amount of more than 4.7 billion yuan. In the transmission pipeline part, the number of provinces the company won bids hit a record high , the total amount of winning bids ranked fourth in the country. Among the majors of equipment installation, the amount of winning bids ranks second in the country.


B. Steady Progress In The Secondary Procurement Of Engineering Projects In Various Provinces Of China Mobile.

In the bid of Guangdong Mobile's 2016-2017 annual resident network construction project, Bester Group won bids in 17 prefectures and cities with a total amount of 1.316 billion yuan, ranking first among the 25 winners. In the bid of Guangdong Mobile's 2018-2019 annual resident network construction project, the company once again won bids in 16 prefectures and cities with an amount of 1.891 billion yuan, ranking second among the 23 successful bidders. In the bid of Guangdong Mobile's 2021-2023 indoor distribution system and building integrated access construction project, the company won a bid of 762 million, ranking first among the 20 winners.

In the bid of Hubei Mobile's 2015-2016 complete service construction project and 2016-2017 local network construction project , Bester Group won the bids of 182 million yuan and 167 million yuan respectively, ranking first in the province for the winning amount. In the bid of Hubei Mobile 2019-2020 cable broadband and group customer dedicated line construction projects, the company won a total of 184 million yuan in bids, ranking second in the province. In the bids of Hubei Mobile's 2021-2022 group customer dedicated line and 2021-2023 cable broadband construction projects, the company won a total of 2 bids billion, ranking second in the province.


The company has been deeply involved in the field of Hubei Mobile’s Engineering for more than 20 years, and has won numerous honors and awards. Since 2014, the company has successively won the bids for Inner Mongolia Mobile's home broadband, group customers and integrated integration projects, becoming a leading complete service construction unit in the region. In the bid of Shanxi Mobile's 2017-2018 resident network service project, the company won 6 bids (limited to 6), tied for the first place in terms of bidding sections.


Bester Group has insisted on the construction of capacity and strength ,continuously strengthened project management and personnel management capabilities, and ensured the stable and orderly progress of the project. It has been commended and rewarded by Inner Mongolia Mobile for numerous times.


3.1.3. The Number Of Provinces Where Bester Focuses On China Telecom's Business is Increasing Year byYear.

A. Bester Maintains a Leading Position In China Telecom Business In The Hubei Region.

In Hubei Telecom's 2016-2017 annual bid for optical cable line construction services, Bester Group participated in the bidding of 15 cities and won 14 the bids in cities, ranking the third. In Hubei Telecom's 2018-2019 annual bid for optical cable line construction services, the company participated in bids in 15 cities and won 12 bids, ranking the third. In Hubei Telecom's 2020 centralized bidding for access network, optical cable lines, and indoor distribution engineering construction services, the company participated in bids of 15 cities and won bids in 11 cities, ranking the fourth.


Bester and Hubei Telecom have launched in-depth bilateral cooperation. In 2015, Bester Group participated in the Hubei Telecom resident network investment cooperation business. The company signed the ICT business strategic cooperation agreement in 2016 and 2019 respectively, and the two parties have established a strategic cooperation relationship.

Since 2013, Bester Group has won the bid for China Telecom’s Pipeline Equipment Project in Henan Province for six times consecutively, and participated in the construction of Henan Telecom’s Access Network Project and Local Network Line Project, and has won a lot of excellent honors issued by Henan Telecom. In 2017-2018, Bester Group successively won the bids for Beijing Telecom's access layer optical cable lines, outdoor base station facilities, equipment installation, customer access and other projects. In 2022, Bester Group won the bid for the transmission pipeline project again, becoming a rare private construction cooperation unit of Beijing Telecom. In recent years, the company has successively won bids for telecommunications projects in Inner Mongolia, Guangdong, Sichuan, Hunan, Fujian and other provinces and cities, further expanding the market territory of the company's business in various provinces of China Telecom.


The Only Non-Guangdong Communication Service Company Among Bidders Of Guangdong Telecom's Wireless Network And Equipment Project .

In 2021, Bester Group won consecutive bids for Guangdong Telecom's mobile wireless network project and provincial management and municipal construction equipment projects, becoming the only non-Guangdong communication service company among all bidders.


Bester Group's Business In Fujian Telecom Made a Historic Breakthrough.

In 2022, Bester Group successfully entered the market of Fujian Telecom, and won bids of 76.34 million yuan in Fujian Telecom's municipal construction, wireless network communication construction projects, and maintenance construction projects, further expanding the company's market in the Southern Telecom business.


3.1.4. Bester Group Continues To Make Breakthroughs In China Unicom's Market Business.

A. Beijing.

In the bid of Beijing Unicom's 2013-2014 transmission network pipeline project construction , among a total of 48 bidding sections, Bester Group won 18 sections, ranking the first.

In 2015, Bester Group won the bid for Beijing Unicom's 2015-2016 access network construction, room slimming and optical transformation, etc., with a cumulative amount of 78 million yuan.

In 2019, Bester Group won the bid for the 2019-2021 comprehensive access general contracting project of Beijing Unicom.

In 2022, Bester Group won the bid for the indoor distribution project of Beijing Unicom's mobile network with an amount of 56.95 million yuan, and won the bid for the base station maintenance project of Beijing Unicom/Beijing Tower with an amount of 49.42 million yuan.


Bester Group has attached great importance to the business development in the Beijing area, continuously improved the performance ability of engineering construction, and taken it as its own responsibility to provide customers with high-quality services, and has won the banners awarded by Beijing Unicom many times.


B. Guangdong

In the bids of Guangdong Unicom's 2021-2022 annual pipeline and customer engineering general contracting service project, Bester Group won 5 sections, a tie for the first place. At the same time, the company won the bid for Guangdong Unicom's 2021-2022 indoor distribution and equipment installation project.


In the supplementary bids of 2022 Guangdong Unicom Customer Project, Bester Group won the bids for 3 sections again, with an amount of 95 million yuan. Successive victories have consolidated the company's market position in Guangdong Unicom's business, and at the same time inspired us to go further and strive to be first-class. Bester Group has won high recognition from Guangdong Unicom customers with practical actions.


3.2. Preparations For Listing.

A. Bester Group Changed To a Shareholding System.

On August 3, 2015, the founding meeting and the first general meeting of shareholders of Wuhan Bester Group was grandly held. The meeting reviewed and approved the "Articles of Association of Wuhan Wuhan Bester Group." The company's first board of directors, board of supervisors and the first executive management team were elected. The company has completed the shareholding system transformation, and the unveiling ceremony of the joint-stock company was held in Wuhan on August 18, which was an important milestone in our development history.


B. Successfully Landed On The Shanghai Stock Exchange. 

After years of unremitting efforts, on August 7, 2018, Bester Group's IPO was approved. On November 15, 2018, our company [Bester Telecom 603220] was officially listed on the main board of the Shanghai Stock Exchange, which marked that Best Group entered the stage of the Chinese capital market and stepped into a new development process.


3.3. Promote Integrated Services.

 A. Class A Qualification For General Contracting Of Communication Engineering Construction.  

In June 2016, with the approval of the Ministry of Housing and Urban-Rural Development, Bester Group officially obtained the qualification of "Class 1 General Contracting". After the implementation of the new qualification standards, the company became the first batch of enterprises in the industry to be upgraded from "Class 1 Telecom Engineering Professional Contracting" to "Class One Telecommunications Engineering General Contracting ". This was why the company had been adhering to the "customer-centered, employee-centered" business philosophy for years, adhering to the resident business service model, promoting standardized construction, strengthening service capabilities and professional level, and continuously improving project implementation effects and customer service satisfaction. It also has laid a solid foundation for the company to participate in market competition and accelerated the pace of enterprise development.


B. Acquisition of Wuhan Xingwang Communication Design Co., Ltd. 

In May 2015, Bester acquired Wuhan Xingwang Communication Design Co., Ltd. to expand its design business. 


C. Acquisition of Tianjin Post and Telecommunications Design Institute.

D. Holding Guangdong Hexin Technology Co., Ltd.

On March 24, 2020, Bester Group signed the equity transfer agreement, holding a 55% stake in Guangdong Hexin. Guangdong Hexin Technology Co., Ltd has become a holding subsidiary of Bester Group, enhancing the Bester’s core competitiveness in its maintenance business.

On November 30, 2019, the commencement ceremony of the China Bester Building was grandly held at the base.
