Recently, Lu Lei, Secretary of Shushan Economic Development Zone and Director of the Management Committee of Hefei, Zhang Li, researcher of Hefei Investment Promotion Bureau, and their delegation visited China Bester Group. The two sides held in-depth discussions on accelerating the construction of China Bester Group’s Base in East China (Hefei Intelligent Computing Center and Lithium Energy Storage System Production Base).

Hefei Shushan Economic and Technological Development Zone is a state-level economic and technological development zone approved by the State Council. It is Anhui's first big-data town, provincial modern service industry cluster demonstration zone and innovative smart park pilot unit. It has won the national honor of "Digital Wisdom Park". The development zone is located in the core area of Hefei Comprehensive National Science Center, surrounded by a number of universities and research institutes represented by the University of Science and Technology of China and the Hefei Institute of Physical Science of the Chinese Academy of Sciences, as well as excellent large-scale AI model enterprises. China Bester Group’s Hefei Intelligent Computing Center will give priority to serving the computing needs of Hefei City, and promote the rapid and healthy advancement of large model training in the park.

Chairman Li spoke highly of the efficient and pragmatic work style of Hefei governments at all levels, and expressed his gratitude to their strong support to China Bester! With the acceleration of the advancement of artificial intelligence technology, the demand for computing power shows an explosive growth trend. The company is actively exploring the computing power market, striving to do a good job in the top-level planning, construction and operation of the intelligent computing center, and actively promoting the rapid completion of the intelligent computing center project. Bester plans to achieve 5000P computing power service capacity in Hefei Computing Center by the end of this year, accelerate the implement of provincial and municipal government support policies, and jointly promote the simultaneous settlement of large model training enterprises. In the construction of the lithium battery system production base, governments at all levels will provide greater support and assistance, speed up the improvement of supporting facilities, and strive for early completion and production.

Shushan Economic Development Zone resolutely implements the policy of the 20th National Congress of the Communist Party of China, promotes the development of strategic emerging industries integration cluster, and builds a new integration platform for information technology, artificial intelligence, new energy, new materials and other fields. The construction of China Bester Group's intelligent computing center and new energy battery production base will become a new engine for the development of Shushan Economic Development Zone. Secretary Lu said that the development zone’s Management Committee will provide all-round and multi-link support and help, in the implementation of development policies, coordination of relevant departments, guarantee on construction conditions and other aspects, to provide sound service, enhance cooperation, strengthen exchanges, complete the construction , and achieve mass production as soon as possible.

Hefei Intelligent Computing Center, invested by China Bester Group, mainly provides AI model training computing services for AI enterprises and research institutes. The project plans 3 buildings, with a total area of 31.63 acres and a total construction area of about 38,100 square meters.  The construction area of the first phase of the project is 13,500 square meters. 

At present, the construction of road pipeline network in the park has been completed. The civil construction of Building 2 has been completed, and it started the power supply and distribution, HVAC, fire protection and decoration projects of the equipment room.

The procurement of related equipment is stepping up, some equipment has arrived, and it is planned to be put into commercial use in December to achieve computing power service capabilities. The Hefei Municipal Government attaches great importance to it, and the Shushan District Committee hopes to speed it up and strive to put it into use in November. China Bester Group strives to put it into operation ahead of schedule.

China Bester Group invested in the construction of energy storage and power battery supporting production base in Shushan District, Hefei City. The first phase of the planned land is 49.2 mu, the construction area of the plant is 40,000 square meters. The production line with an annual output of 10Gwh lithium-ion battery and energy storage system is planned to be completed and put into operation in the first quarter of 2024. Shushan District government will speed up the transaction approval of the land and preliminary work, and China Bester Group will simultaneously design and plan, and strive to start construction at the end of September.

Through exchanges, the two parties reached a consensus on jointly accelerating various work. The Shushan Economic Development Zone will provide maximum support to China Bester Group in terms of land use, planning and construction, environmental impact assessment, financing and other government approval matters, so as to provide good services for the company's investment and business operation in Shushan District and ensure the smooth progress of project construction, production and operation.It will actively assist the project company to declare various industrial support policies that have been introduced and effective in Anhui Province. China Bester Group will speed up the equipment procurement of the intelligent computing center and the construction of the computing power platform to ensure the operation of the intelligent computing center in advance. For the energy storage base, Bester Group will set up a legal entity in the Development Zone as soon as possible, complete the research report and planning scheme of the energy storage production base , and simultaneously handle the environmental protection and energy assessment for the record, so as to make preparations for the construction of the energy storage production base and ensure that it can be completed and put into operation on schedule.
