The Sanjiangyuan National Big Data Base built by Qinghai Unicom is the only top-level data center in Xining City. The base is planned to be built in three phases, with a total investment of 5 billion yuan and a planned area of 100 mu. The total area of the first phase project is about 30,000 square meters. The average temperature of the climate is 7.6℃, and the refrigeration consumption of the intelligent computing center is the lowest on average in the country. At the same time, Qinghai is rich in green power resources, and the installed capacity of clean energy accounts for 91.2%, ranking first in China. The energy consumption cost advantage is obvious, and the annual average value of energy consumption efficiency PUE is about 1.17. Therefore, this place is a natural port to build "green computing power".

China Bester Group focuses on 5G new infrastructure and cloud computing services, mainly providing cloud host-based computing, storage, cloud services and solutions for government and industry customers, as well as smart city and industry application services and optoelectronics products. In the next three years, China Bester Group will focus on the layout of computing power business and new energy industry, accelerate the implementation of the "double 10,000 strategy" of intelligent computing, and realize the service capability of 10,000 GPU clusters and 10,000P computing power.

The company has built an intelligent computing center in Hefei, formed cooperative relations with a number of domestic upstream and downstream enterprises in the industrial chain, and plans to achieve 5000P computing power service capability in 2023, while building information flow resource links, professional model training, and ultimately achieve the "double 10,000" strategic goal of 10,000 P computing power and 10,000 GPU cluster. Qinghai Unicom begins to build Unicom's integrated computing network resources from four aspects: resources, network, ecology and platform, which is highly consistent with the development direction of China Bester Group. In this cooperation, the two sides rely on their respective resource advantages to jointly develop AI computing service business, including the basic network equipment, external network channels, computer room environment, cabinets, daily maintenance and customer introduction required by Qinghai Unicom to provide computing service platform. China Bester Group is responsible for providing the computing servers and building the management platform. The two sides set up a technical team to conduct technical docking, complete the construction of the computing platform within the target period, and meet customer needs. During the cooperation period, Qinghai Unicom will adopt the mode of purchasing computing power services from China Bester Group or sharing the profits according to the proportion. Both sides share responsibilities and benefits.

Recently, the contract of the first single computing power leasing service purchased by Qinghai Unicom from China Bester Group has been signed and will be deployed by the end of October.

At present, more than 10 large domestic clients on Internet such as Tencent, Alibaba and Baidu have signed up to settle in Sanjiangyuan Base. Qinghai Unicom has reached cooperation intention with a number of enterprises in Guangdong Greater Bay Area. This cooperation will further accelerate the introduction of customer resources in the "Pearl River Delta" large model, and become a model of the country's "computing power resources in the west to support the computation of data in the east.".
